Incorporated in 1891, the Town of Ayden is a municipality chartered as a manager-council form of government.  The Town of Ayden Administrative Department is comprised of the Town Manager and Town Clerk/Executive Assistant.  The office is located in Town Hall, 4144 West Avenue, and office hours are 8:30 am to 5:00 pm.

Ayden Town ManagerBrandon Holland is Ayden's Town Manager and has served in that role since he was appointed by Ayden's Governing Board in June, 2014.  Brandon came to Ayden with prior experience working for the City of Randleman, City of Kannapolis and Town of Murfreesboro.  Educated by Appalachian State University, Brandon earned his B.S. degree in public administration with a minor in communication in 2008, and his Master's in Public Administration in 2010.  He has also completed the Municipal Administration Course; LGFCU Leading for Results course; and the Public Executive Leadership Academy, all offered by the UNC School of Government.  As an activist for educating future municipal managers, he serves on the Advisory Board for the Master's of Public Administration (MPA) Program for East Caroina University in addition to serving on the MPA Committee for the NC City/County Managers' Association.

The Town Manager serves as Chief Administrative Officer and is responsible for implementing the policies of the Town and ordinances adopted by the Governing Board, which are further described in NC General Statue 160A-148.  As Chief Administrative Officer, the manager is empowered to:
 

  • make all personnel decisions
  • supervise all Town departments
  • enforce the Town's laws and ordinances 
  • assist in preparation of the annual operating budget for Board approval
  • conduct the day-to-day business of the Town 

The Town Manager attends all Governing Board meetings, making recommendations to the Town Board as deemed necessary or expedient for the benefit of the public.  On a regular basis, he keeps the Governing Board informed of key Town activities as well as the Town's financial condition and future financial needs.

 

Sherri Scharf has served as Executive Assistant to the Town Manager since June, 2010 and as Town Clerk since November, 2012.  Prior to working for the Town of Ayden, Sherri worked for the NC Department of Health and Human Services at Caswell Developmental Center in Kinston managing its publicity via a quarterly newsletter and byline for the Kinston Free Press, who published articles she wrote about the Center's specialized departments and programs for its residents with intellectual disabilities.  She also provided administrative support to the Caswell Center Foundation.  Prior to moving to eastern NC in 2006, Sherri lived and worked in Columbia SC for SCANA Corporation, SCANA Energy Marketing, and for Richland County Court Appointed Special Advocates. She was also a guardian ad litem for Richland County CASA for more than 7 years and testified in family court on behalf of the County's abused and neglected children.  Sherri earned a Bachelor's of Science degree with an emphasis on writing and public relations from Eastern Michigan University.
