The Town of Ayden, incorporated in 1891, is a municipality chartered as a Council-Manager form of government. The Town of Ayden Administrative Department is comprised of the Town Manager and Town Clerk/Executive Assistant.
Town Manager

Scott Howard is Ayden’s Town Manager. The Town Manager serves as Chief Administrative Officer and is responsible for implementing policies and ordinances adopted by the Town Board, his duties are further described in NC General Statue 160A-148. As Chief Administrative Officer, the manager’s authority includes making all personnel decisions, supervising all Town departments, enforcing Town ordinances, overseeing preparation of the annual operating budget for Board approval, and conducting the day-to-day business of the Town.
Scott Howard was born in rural Union County. He earned a Bachelor’s of Science in Business Administration from (then) Wingate College in 1989. He earned his Master’s of Business Administration in 2001 from what is now Wingate University. Scott also graduated from University of North Carolina Chapel Hill – School of Government’s Municipal and County Administration Course.
He brings over eleven years of successful managerial experience in full-service towns. Scott has a proven track record of improving towns financially and economically. Scott assisted his previous town in becoming the second town in the state to obtain a Social District designation. He also managed that town’s half of the largest water transfer project in the state. Scott is eager to work with the commissioners, fellow employees, business owners, indeed all stakeholders, of Ayden to assist in making Ayden the best version of itself. He is also excited about the friendly people, the barbecue, and the collards!

Town Clerk/Executive Asst. to Town Manager

Sarah Radcliff has been the Town Clerk and Executive Assistant to the Town Manager since July of 2016. Prior to working for the Town of Ayden, Sarah worked as a Finance Technician with Pitt County for four years and served as Deputy Clerk to the Pitt County Board of Commissioners for two years. She also worked as secretary to the Chief Planner for the City of Greenville. She came to Ayden with ten years of local government experience.
She is a graduate of Pitt Community College and the UNC School of Government Clerk Certification Program. Sarah grew up in Washington, NC, and moved to Greenville in 2002.
