The Town of Ayden, incorporated in 1891, is a municipality chartered as a Council-Manager form of government. The Town of Ayden Administrative Department is comprised of the Town Manager and Town Clerk/Executive Assistant.
Stephen Smith is Ayden’s Interim Town Manager. The Town Manager serves as Chief Administrative Officer and is responsible for implementing policies and ordinances adopted by the Town Board, his duties are further described in NC General Statue 160A-148. As Chief Administrative Officer, the manager’s authority includes making all personnel decisions, supervising all Town departments, enforcing Town ordinances, overseeing preparation of the annual operating budget for Board approval, and conducting the day-to-day business of the Town.

Sarah Radcliff has been the Town Clerk and Executive Assistant to the Town Manager since July of 2016. Prior to working for the Town of Ayden, Sarah worked as a Finance Technician with Pitt County for four years and served as Deputy Clerk to the Pitt County Board of Commissioners for two years. She also worked as secretary to the Chief Planner for the City of Greenville.
She is a graduate of Pitt Community College and the UNC School of Government Clerk Certification Program. Sarah grew up in Washington, NC, and moved to Greenville after she married her husband in 2002.
